Summary
Ocean Routes, a maritime monitoring organization from Australia, and WeatherNews, a Japanese meteorological broadcasting agency, combined to provide a successful proposal to the Vietnamese government (Ministry of Science, Technology and the Environment) for the delivery and support of a Regional Meteorological and Environmental Monitoring Network, that was to focus on monitoring major storm centers in the region.
Financing was provided with the support of the Japanese International Cooperation Agency (JICA).
